Thrive Virginia was founded in 1970 as an outgrowth of the Economic Opportunity Act of 1964 to fight America’s War on Poverty. There are approximately 1,000 Community Actions Agencies across the U.S. and its territories, serving more than 16.2 million people per year.
Community Action Agencies are funded in part through the federal Community Services Block Grant. More information on their services can be found here.
